Registered nurses and registered midwives on state registers: 2,556,416 (2022)

Indian Nursing Council, MoHFW - as published by the Central Bureau of Health Intelligence in National Health Profile 2023

Summary

2,556,416 (25,56,416) (registered nurses and registered midwives (RN & RM), 2022). EXACT PUBLISHED CATEGORY: 'RN & RM - Registered Nurses and Registered Midwives'; published in the Indian lakh/crore format as 25,56,416. Two further categories appear in the same table: ANM (Auxiliary Nurse Midwives) 1,000,434 and LHV (Lady Health Visitors) 57,167. MANDATORY CAVEAT: these are CUMULATIVE LIVE REGISTRATIONS ON STATE NURSING COUNCIL REGISTERS, NOT practising or employed nurses - Indian registers are rarely purged for death, retirement, emigration or exit from the profession, and MoHFW itself applies only an 80% active assumption (see nurses_per_1000). This makes the India figure structurally similar to Korea's licence register (1.44 million licensed vs 298,554 actually working) and NOT comparable with Japan's employed-nurse count or Australia's public-hospital FTE. The table footnotes also flag mixed reference dates: Himachal Pradesh, Karnataka, Madhya Pradesh, Punjab and Uttar Pradesh are 'up to 31.12.2019'; Assam, Haryana, Jharkhand, Manipur, Telangana, West Bengal and J&K 'up to 31.12.2021'; Bihar, Maharashtra, Rajasthan and Uttarakhand 'up to 31.12.2020' - so the national total blends 2019-2022 data. A later, larger MoHFW/INC figure exists: 39.40 lakh (3,940,000) 'nursing personnel' across all categories, stated in the Rajya Sabha on 10 Feb 2026.
