FY 2026 IPPS and LTCH PPS Final Rule, CMS-1833-F: HAC Reduction Program and Hospital Value-Based Purchasing

The HAC Reduction Program reduces payment by 1 per cent for applicable hospitals ranking in the worst-performing quartile on selected measures of hospital-acquired conditions. Hospital Value-Based Purchasing is budget-neutral and funded by reducing participating hospitals' base operating DRG payments by 2 per cent each year and redistributing the whole amount as value-based incentive payments. The Promoting Interoperability Program sets an EHR reporting period of a minimum continuous 180 days in CY2026 and requires attestation to security risk management and to all eight 2025 SAFER Guides.
